What civic mobilisation is.
Civic mobilisation is everything citizens and organisations do to demand political change: petitions, signature drives for referendums and citizens’ bills, European Citizens’ Initiatives, pressure campaigns.
For an organisation it is also the most powerful acquisition channel there is: whoever signs today is tomorrow’s activist and donor, if someone takes care of them the day after. That is where most campaigns lose everything they collected.

How many signatures, and where.
Italian abrogative referendum: 500,000 signatures
In Italy a referendum to repeal a law, or part of one, takes the signatures of 500,000 voters. People sign at street stalls in front of an authorised official, and today online too, with a digital identity.
Italian citizens’ bill: 50,000 signatures
With 50,000 signatures citizens can put a bill they wrote themselves before Parliament. It is also an excellent way to build a list of supporters around a cause.
European Citizens’ Initiative: one million
One million signatures within twelve months, with a minimum number of signatures in at least seven member states, to ask the European Commission to propose a law.
A petition has no threshold, but it has a target
With no formal rules it is worth as much as the pressure it can create: it needs a precise target, an ask that can be met and a plan for afterwards.

What is a European Citizens’ Initiative (ECI)?
It is the tool that lets citizens of the European Union ask the Commission to propose a law. It takes at least one million signatures collected within twelve months, with a minimum number of signatures in at least seven member states. On eci.eumans.eu I have put every registered initiative online, with signatures country by country.
How many signatures does a referendum or a citizens’ bill need in Italy?
In Italy an abrogative referendum takes 500,000 signatures and a citizens’ bill takes 50,000. Today people can also sign online with a digital identity, as well as at street stalls in front of an authorised official. Timelines and procedures have to be checked case by case with the promoting committee.
Do online petitions actually work?
They do if they have a precise target, an ask that can be met and a plan for the day after. A petition that collects signatures and then goes quiet wastes the work: signers need to be thanked, updated and involved, or they will not come back.
How do you turn signers into donors?
With a sequence: a thank-you straight away, real updates on the campaign, a first easy action, then the donation ask and, for those who give, the offer of a regular gift. Someone who has signed has already said yes once: the second time is easier.
Can a campaign run in several countries and languages?
Yes. My Last Right, the European petition on medical aid in dying, runs in 27 languages with 23 organisations across 16 countries: the same message, careful translations, data in one place. The hard part is not translating, it is holding the coalition together.
What happens to signers’ data?
You collect only the data you need, with separate consents for updates and for donation asks, and it stays with the organisation. The platforms I build run on your servers or in your accounts, with a full export available at any moment.
